Both modders and other Minecraft players regularly add new blocks and items into the Minecraft world. However, every one of these blocks and items requires a unique ID. If two items share the same ID, it leads to conflicts, errors, and glitches.
To help keep item and block IDs straight, one modder designed something called the ID Resolver Mod. It adds a new block creation screen that pops up whenever you want to need to create a new block. From this screen players can easily type in the ID for that new block or overwrite old block IDs to create new space.
On the left hand side of the block creation screen, players can see how many Block IDs, Item IDs, and Sprite IDs there are remaining. Players can select IDs from these lists, or they can tell the ID Resolver Mod to automatically assign a free ID. If you do happen to choose an ID that is already in use, the ID Resolver Mod will warn you.

How to Install ID Resolver Mod for Minecraft 1.7.3/1.7.2/1.6.4
Step 1) Download and install ModLoader, GUI API, and Robinton’s 4096IDs. Make sure you’ve successfully started up Minecraft with those mods installed before you try to install the ID Resolver Mod.
Step 2) Download the ID Resolver 1.6 from its official forum thread on MinecraftForum.net. You’ll also find links to the other required mods in that thread.
Step 3) Drag files from the ID Resolver Mod folder into .minecraft/mods. This can be found in your Minecraft.jar folder
Step 4) Fire up Minecraft and enjoy
