How to Install Minecraft Forge API for Minecraft 1.6.4/1.7.2/1.7.4/1.7.5
Step 1) Download Minecraft Forge API from here
Step 2) Download ModLoader
Step 3) Open your Minecraft.jar folder
Step 4) Drag the files from ModLoader into the .jar folder
Step 5) Delete META-INF if you haven’t already done so
Step 6) Drag over the Forge files into the .jar folder
